Автор предоставляет Редколлегии (издателю) журнала право на использование статьи в научном журнале,   а также на включение полнотекстовых вариантов статьи в систему «Российский индекс научного цитирования» (РИНЦ) и иные международные базы данных. Право использования журнала в целом в соответствии с п. 7 ст. 1260 ГК РФ принадлежит Издателю журнала и действует бессрочно на территории Российской Федерации и за ее пределами. Авторские права регулируются на основе лицензии  Creative Commons 4.0 BY. Cогласие автора на публикацию дается при загрузке статьи в систему электронной редакции на сайте журнала.

Редакция размещает фамилию, имя, отчество, аффилиацию автора, электронный адрес автора, название, аннотацию, ключевые слова статьи в журнале и на сайте издания. Гонорар за публикации не выплачивается. Полученные  статьи не возвращаются.

К рукописи должны прилагаться: название статьи на английском языке, транслитерированная фамилия автора, транслитерированный и переведенный на английский язык библиографический список. 

Авторская справка должна включать сведения об авторе(-ах): ФИО полностью, ученая степень, ученое звание, место работы (полное название организации и ее почтовый адрес), занимаемая должность, номера телефона, электронный и почтовый адрес автора, сведения о финансовой поддержке исследования (указываются реквизиты и названия грантов), ORCID. Сведения предоставляются на русском и английском языках.

Резюме. Рукопись должна включать информативное резюме статьи объемом 200-250 слов, содержащее описание сути научного сообщения (актуальность научной проблемы, новизна исследования, цель, методология, основные результаты исследования, значение исследования для решения затрагиваемых научных проблем) , а также ключевые слова (не более десяти). Не допускается наличие в резюме ссылок, прямых цитат из текста статьи. Резюме и ключевые слова предоставляются на русском и английском языках.

Оформление ссылок. Автор обязан оформлять ссылки на источники, из которых он заимствует цитаты, статистические данные и другую информацию. В конце статьи формируется Библиографический список, в котором цитируемые (упомянутые) источники группируются в алфавитном порядке. В библиографическом описании источника обязательно указывается место издания и название издательства (кроме периодических изданий), год издания. Вначале указываются источники, изданные на русском языке, затем – на иностранных. 

При оформлении рукописей следует руководствоваться Правилами оформления библиографических ссылок.

Оформление рисунков и таблиц. Рисунки, диаграммы и схемы должны быть выполнены четко, в формате, обеспечивающем ясность передачи всех деталей при соответствующих размерах изображения. Разрешение полутоновых (в градациях серого и цветных) файлов должно быть не менее 150 dpi, а черно-белых — не менее 300 dpi при соответствующих размерах изображения (не менее 7×7 см). Поскольку в печатном варианте жунала допустимы рисунки только черно-белые или в градациях серого, цветные изображения должны оставаться адекватно воспринимаемыми при переводе их в градации серого (например, красный и синий цвета будут выглядеть приблизительно одинаково серыми при переводе в градации серого)и, чтобы избежать двусмысленности, необходимо другими графическими средствами (различной штриховкой, пометками и/или легендой) подчеркнуть различия между цветными элементами рисунка. Таблицы должны иметь заголовки, а рисунки — подписи на русском и английском языках.

Редакция оставляет за собой право вернуть автору рукопись для приведения библиографических ссылок в соответствие с настоящим стандартом.

Журнал использует практики ретрагирования (отзыва) статей.

Основанием для ретрагирования  статьи является:

- обнаружение плагиата в публикации;

- дублирование статьи в нескольких изданиях;

- обнаружение в работе фальсификаций или фабрикаций (например, подтасовки экспериментальных данных);

- обнаружение в работе серьезных ошибок (например, неправильной интерпретации результатов), что ставит под сомнение ее научную ценность;

- выявление некорректного состава авторов (отсутствует тот, кто является автором; включены лица, не отвечающие критериям авторства);

- раскрытие конфликта интересов (и иных нарушений публикационной этики);

- перепубликация статьи без согласия автора.

Ретрагирование производится в соответствии с рекомендациями АНРИ ( https://rasep.ru/sovet-po-etike/pravilo-otzyva-retragirovaniya-stati-ot-publikatsii).

 

Submitting articles, authors grant the Journal Editorial Board (publisher) the right to publish their articles and include their full texts into the system “Russian Science Citation Index” (in Russian: РИНЦ) and other international databases. The right to use the journal as a whole belongs to the journal publisher according to paragraph 7 of article 1260 of the Сivil Сode of the Russian Federation and is permanently valid in the territory of the Russian Federation and abroad. The authors of the articles included into the journal keep the exclusive right for their articles along with the right of the Journal Editorial Board (publisher) to use the journal as a whole. The submission of articles by authors to the journal means they agree with the use of article upon the conditions specified above and confirm that they are informed on the conditions of the article use. The reference data of an author submitted to the editorial office is considered as such agreement.

The editorial office posts a surname, initials, a job title, affiliation, and an e-mail address of an author, a title, an abstract, and keywords of article in the journal and on its web-site. The authors are not paid for the article submissions. The submitted articles are not sent back.

Author names and affiliations. The reference data of author(s)should be indicated before the article text: full name, academic degree, academic rank, affiliation (the full name of the organization and its postal address), job title, phone number(s), e-mail address and postal address of an author, ORCID.

Abstract. Abstract of 800–1000 characters is required for all papers. The abstract should contain the description of research essence (main idea, purpose, methods, and results of research) and keywords (no more than ten) in Russian and English. Article title in English, transliteration of author’s full name from the Cyrillic script into the Latin letters, and list of references transliterated into Latin letters and translated into English should accompany a full article text.  

References. Authors must indicate the references to the sources from which they retrieve quotations, statistical data and other information. The reference list must be given after the article text and include the cited (mentioned) references to the sources arranged in the alphabetic order and numbered in sequence. It is required to indicate place of publication, name of publication house (except for periodicals), and year of publication for each reference. At the beginning of the list, the references in Russian are given then - in foreign languages.

All the authors must follow the Rules of reference style. 

Drawings, figures and diagrams / schemes should be clear  and  discreet and presented in the format ensuring the readerbility of all the details in the vertical and the horizontal display sizes. Scanning resolution of  grey and coloured files should be 150dpi and more; and of black-and-white files – 300dpi for 7X7 cm picture size. Since only black-and-white or grey images are acceptable / possible in the printed version of the Journal, coloured images must be adequately received when reproduced (conveyed, rendered) in grey. Thus, red and blue images will both look different shades of grey, so, to avoid ambiguity, it is necessary to emphasize the difference between coloured pictures or elements of pictures with the help of some graphical means (different shading or marking or legend). Charts should be titled; drawings should have inscriptions both in Russian and in English.

The Editorial Board reserves the right to return articles to their authors for formatting the references in conformity with the above mentioned rules.

The magazine uses the practice of retraction of  articles.

The reason for retraction of the article is

- detection of plagiarism in the publication;

- replication of an article in several editions;

- disclosure of  fraud or fabrication in the work (for example, fraud of empirical data);

- detection of serious errors in the work (for example, incorrect interpretation of the results), which casts doubt on its scientific value;

- revealing the incorrect composition of the authors (there is no one who is the author; persons who do not meet the criteria for authorship are included);

- disclosure of conflicts of interest (and other violations of publication ethics);

- republishing an article without the consent of the author.

Retraction is carried out in accordance with requirements of the Association of Science Editors and Publishers.  

 

An author applying for publication guarantees that:

– he/she is honest in collecting and interpreting research data, i.e. that the text does not contain false facts and information, and misleading references;

– the text presented is original and has never been published partly or as a whole;

– the text does not contain incorrectly formalised borrowings (plagiary);

– the text correspondingly acknowledges all the persons (co-authors), who participated in producing of the results and the text presented;

– the citing of the works used in the research and the article is complete and accurate;

– the text is not planned to be published by another journal or edition;

– the access to data of the research described in the text is available or can be reached by an existing and/or the described method;

– the method of collecting and analyzing the data is presented in the form reproducible for other researchers;

– the text does not contain personal critics or remarks related to the authors of the earlier published works in the field;

– all the institutions/foundations/endowments and grants financed the research are acknowledged;

– he/she takes part in preparation to the publication correctly and timely reacting on the editorial board’s remarks by sending the information necessary for publication.

– confirms that his/her publication does not violate any copyright and guarantees to the publisher that all the losses shall be compensated in case such violations detected.

– grants to the publisher exclusive copyright for the purposes of proper distribution and the policy of the information use unless otherwise specified.

 

A reviewer is requested to follow the below listed principles:

– to caution about any conflict of interests before the reviewing;

– to keep the materials reviewed and their evaluation confidential out of the frames of the reviewing;

– to develop a specified, substantiated, and correct review containing constructive and functional recommendations on how to  improve the text reviewed;

– to follow reviewing deadlines contracted with the editor’s board;

– to duly and promptly inform the editor’s board about the fact that he/she is not enough qualified for the reviewing or is unable to develop the review before the deadline;

– to inform the editors that he/she is enough informed to claim that the work presented contains false data, plagiary and borrowings.

 

The editor’s board guarantees that:

– the authors be informed about the receipt of the article applied in five days after the  article has reached;

– the authors be informed in the abovementioned period of time that the article shall be arranged for qualified double blind reviewing (anonymous for both the reviewer and the author);

– the reviewing and correspondence with the author shall be confidential;

– the texts and the research data in them are kept from public disclosure  before being published;

– the author will be timely and accurately informed about reviewer’s remarks and  how to improve the article after them and in time;

– all the errors and mistakes will be published corrected if discovered by the author in his/her results or/and conclusions after the article is published.

The editor’s board may reject the text before its formal reviewing if it is found to be out of the format or content of the journal or if the evidence exists of the fact that the text has been published or is being reviewed partially or as a whole at another edition.

The editor’s board is always ready to provide necessary explanations on its decision, and to bring its excuses in case of impossibility to strike a compromise between intellectual and ethical norms.

In case there appear the facts of plagiary, deceit or other misbehaviour in publication of scientific materials, the editor’s board reserves the right to amerce the author as follows and/or in every and/or each case:

– to refuse to publish the article applied;

– to veto the author’s publications in the journal for a set period of time.

The editor’s board also reserves its right to inform the relative editions about the cases of corporate culture violations by providing them with the names of the violators. All the correspondence connected with the violation shall be kept for the period of three years.
